He served in multiple capacities including the Mayor, Fire Commissioner, Police Commissioner and DPW Commissioner. Wilbur was supported by his wife Ann, a Republican county committee woman. He also a Republican served on the Bergen County Parks Commission . He was a parishioner of Sacred Heart Roman Catholic Church, Rochelle Park, and a member of the Knights of Columbus Sacred Heart Council No 2842,Rochelle Park, N.J.

Cherished husband of 74 years of Ann (nee Boland) (2011). Loving father of Robert C. Lotz and his wife Gail and Patricia Lotz-Moore and her husband Thomas Moore. Beloved grandfather of Robert J. and his wife Suzanne, Jonathan and his wife Cheryl and Jason and his wife Lauryn. Dear great-grandfather of Robert C., Camryn, Cailyn and Mason. He is predeceased by his brother, the late Charles Lotz and sister, the late Dorothy Franks.

Family will receive friends on Tuesday, June 19, 2018 from 2:00 pm - 4:00 pm & 7:00 pm - 9:00 pm at the Vander Plaat Memorial Home, 113 South Farview Avenue, Paramus, NJ. Funeral Service will be held at 9:00 am on Wednesday, June 20, 2018 at the Vander Plaat Memorial Home followed by a 9:30am Funeral Mass at Sacred Heart Roman Catholic Church, Rochelle Park.
